How to Use This Publication
 
State Profiles Fiscal Year 2010 Edition includes an individual profile for all 50 states, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, and the U.S. Outer Territories. This eighth edition includes information from federal Fiscal Year (FY) 2010, which began on October 1, 2009 and ended on September 30, 2010. Each profile includes the following information:
 
  • the state or territory’s current laws and policies related to sexuality education;
  • legislation regarding sexuality education proposed during the 2011 legislative session;
  • data related to teen sexual behavior; pregnancy, abortion, and births; and sexually transmitted diseases (STDs), including HIV/AIDS;
  • federal Teen Pregnancy Prevention Initiative (TPPI) funded grantees (if any);
  • federal Personal Responsibility Education Program (PREP) and Title V Abstinence-Only funding awarded to the state or territory and sub-grantees (when applicable);
  • a chart listing the entities in the state receiving TPPI, PREP and/or Title V Abstinence-Only funding;
  • examples (when applicable) of best practices, policies, and programs being implemented at the state and local levels to provide more comprehensive approaches to sexuality education in schools;
  • contact information for the state’s or territory’s adolescent health coordinator and PREP and Title V Abstinence-Only grant coordinators;
  • a list of state-level organizations that support comprehensive sexuality education and state-level organizations that oppose comprehensive sexuality education; and
  • a list of major newspapers and progressive political blogs in the state.
     
In addition to the state profile, we also include an overview highlighting the overall trends we are seeing at both the federal and state levels, histories of federal funding for sex education, abstinence-only-until-marriage programs, and related programs, a table summarizing each state’s sex education laws and policies, and a table detailing the amount of funding each state received in FY 2010 for more comprehensive approaches to sex education, teen pregnancy prevention, and abstinence-only-until-marriage programs. We hope that these wrap-around documents provide you with detailed analysis and a convenient way to see how your state compares to others in the instruction provided to youth.
 
We encourage supporters of comprehensive sexuality education to use the State Profiles in advocacy efforts geared toward legislators, decision makers, and community stakeholders at the national, state, and local levels, as well as state and local media. For example, you may use your state’s profile to:
 
  • learn more about the federally funded programs to prevent unintended pregnancy, HIV, and other STDs and achieve sexual health to protect these funding streams
  • alert community allies and policy makers to federal funding in your community for teen pregnancy prevention, positive youth development, and sexuality education in an effort to support these programs and build on their success;
  • raise awareness and gain support for more comprehensive approaches to sex education taking place in public schools;
  • petition the local school board to revise its sex education policy to support implementation of comprehensive sexuality education in public schools;
  • encourage policymakers to reject state funding for abstinence-only programs;
  • explain to decision makers why the use of abstinence-only-until-marriage curricula and materials are inappropriate for students and youth in your community; and
  • inform your local community by writing a “letter to the editor,” opinion editorial, or blog.
     
It is our hope that each State Profile willempower individuals and organizations to expand or develop their own advocacy efforts related to comprehensive sexuality education and evidence-based prevention programs; and will provide the information advocates need to continue to learn from and strategize with each other, building off of best practices and models of success.
